The RU Financial Procedures Manual is written and published by Financial Services to provide authoritative guidance on the application of financial related procedures and systems for the university campus. The manual provides a standardized approach to fiscal and accounting matters for the university by:

1. Documenting detailed procedures for use in preparing, distributing and processing accounting, procurement and financial related information between departments, Financial Services, and the Commonwealth of Virginia.
2. Documenting university and state accounting policies and procedures so that data accumulation, form preparation, distribution, and processing are standardized.
3. Providing information and reference material as a training device for supervisory personnel.
4. Provide information to assist departments in using the university's financial accounting software (IFAS).

IFAS operates through the interaction and cooperation between university departments. In order to function properly, it is necessary that all participants adhere to the procedures documented in the IFAS and Financial Procedures Manuals. Revision and maintenance of the Financial Procedures Manual is the responsibility of each respective Financial Services department. Procedures are revised to incorporate changes implemented by the university and the Commonwealth of Virginia. All users of the manual are encouraged to recommend revisions to the respective department manager.
